DESIGN COMPETITION
ICONIC STRUCTURE AT NAV BHARAT UDYAN (NEW INDIA GARDEN), NEW DELHI TO COMMEMORATE 75th YEAR OF INDIAN INDEPENDENCE
1. Nav Bharat Udyan: An Overview
Central Vista Development /Redevelopment Master Plan envisions to redevelop Central Vista as a world class public space, restore its grandeur as an architectural icon, house modern facilities for efficient functioning of administration, strengthen cultural institutions and commemorate 75 years of India’s independence.
Under the Master Plan, the Central Vista Axis will be virtually extended from present 2.9 km to 6.3 km on eastern point to culminate at western bank of River Yamuna, to restore in pursuance of the original design vision of Central Vista and stretch from ‘Ridge to River’. In order to realize the grand vision of ‘AatmaNirbhar Bharat’, Nav Bharat Udyan (New India Garden) is planned on the western bank of the river to commemorate 75th year of Indian independence. Spread over 25 acres, the Udyan will be open to the public and is being designed to have infotainment facilities viz. Sphere of Unity, Milestones Walkway, Journey of India, Tech Dome and Open-Air Theatre, to showcase India’s rich historical and cultural heritage, scientific achievements and symbolize Unity in Diversity and aspirations of rising New India.
2. The Iconic Structure in Nav Bharat Udyan
The iconic structure is planned in Nav Bharat Udyan to realize the grand vision of Aatmanirbhar Bharat, symbolizing emerging New India with equitable growth opportunities, rooted in values of Sabka Saath, Sabka Vikaas, Sabka Vishwaas and representing the aspiration of clean India, free from poverty, corruption, terrorism, communalism and casteism.
Guiding Principles
The iconic structure should have the following salient features:
- Iconic & Defining:
The structure should be iconic in design and represent the national capital.For example, at present India Gate erected by the British in the Central Vista in the early 20th century prominently signifies Delhi.The proposed iconic structure being built in the independent India should now become a new symbol of the national capital. Other examples could be Opera House in Sydney, Martyrs’ Memorial in Algeria, Gateway Arch in Missouri.
- Timeless:
The iconic structure should be constructed with materials and technology which would last for eras like Ashoka’s edicts, Iron Pillar in Qutub Minar complex etc. Hence, it should be robust and withstand the vagaries of nature and remain as such for millennia to represent the currentage. Other examples could be pyramids of Giza, Hampi Monuments
- Aspirational:
The iconic structure should represent values and aspirations of New India, which is clean and free from poverty, corruption, terrorism, communalism, and casteism. It may further symbolize the new developments like digital India, skilled India, fit India, etc coupled with energy, dynamism and transformational ethos. Example- Azadi Tower in Tehran, statue of liberty in New York, Bahai Temple in New Delhi.
- Indigenous:
The iconic structure should be constructed with indigenous materials, to realize the vision of Aatmanirbhar Bharat. Example Jantar mantar in Delhi and Jaipur.
- Implementable:
The iconic structure is planned to be built and dedicated to the nation by 15th August, 2022, which provides execution time of about one year for the project.
- Commemorative:
It should be associated with 75 years of independence being celebrated in the year 2022 in a defining manner. Example- The Eiffel Tower & Arc de Triomphe in Paris, Gateway of India in Mumbai, Charminar in Hyderabad.
- Alignment:
The central axis of the Vista starts from Rashtrapati Bhawan, moves on the central line between North and South Blocks and Rajpath and culminates at India Gate. The iconic structure should be aligned exactly on this central axis. Example Washington memorial on National Mall in Washington D.C.
3. Possible categories
The categories thus mentioned are suggestive and participants should not be limited by it.
As explained in the points above, the idea is to build a new commemorative landmark for the nation which reflects its philosophies/principles and aspirations. It should have innovative elements and features to engage with the audience.
- Tower (e.g. Eiffel Tower-Paris, Space needle Seattle)
A structure that provides with a new experience/first in city experience (Example-London Eye, use of façade for tech show,Gateway Arch in Missouri)
A Structure that uses mathematical equations. (using mathematical matrix horizontally and vertically)
A permanent sculpture/ art installation (Interactive, use/display of futuristic technologies, larger than life)
Statue / pillar (only if it has innovative features)
Monument (commemorating 75th Independence of Nation, E.g India Gate, War memorial, only if it has innovative features)
4. Constraints
- Location:
It will be located on the western bank of river Yamuna. Hence, the foundation is to be sited in sandy soil with high water table.
- Structure:
It can be a tower/sculpture or any other built form but not a building to be occupied.
- Height:
Maximum permissible height at the proposed site as per colour coded zonal map prepared by Airports Authority of India is 134 metres from the present ground level.
Other factors like soil stability, wind velocity, seismic forces and vulnerability to flooding etc. need to be duly considered as per the provisions of National Building Code of India, 2016 while designing the structure.
5. Design Competition
A time bound competition is being organized to crowd-source implementable ideas for the conceptual architectural and structural design of the iconic structure, in accordance with the aforesaid guiding principles and constraints.
Who can Participate?
The competition is open to Indian citizens / organisations and Overseas Citizens of India (OCI) only. It will include architects, architectural firms, students, student groups, architectural or planning schools / colleges and other institutions across India, or any combination of the above.
Organizer
Central Public Works Department, Ministry of Housing and Urban Affairs, Government of India.
Prizes
First prize: ₹ 5,00,000.
Five commendation prizes: ₹ 1,00,000 each.
If design elements from various entries are selected, the prize money shall be equitably distributed to all the concerned participants.
All the selected entries will be duly recognized.
Recognition
The winning designer will be given due recognition in form of a ‘Name Plaque’ installed on the Iconic Structure itself.
6. Timelines
Announcement of design competition: 27th July, 2021.
Webinar for explaining salient features: 27th July, 2021 at 1600 hrs.
Registration opens: 27th July, 2021 at 1600 hrs.
Registration closes: 18th October, 2021 at 1700 hrs.
Last date to submit design: 19th October, 2021 at 1900 hrs.
Presentations before the jury (if required): to be notified on website.
Winners announcement: to be notified on website.
7. Submission Requirements
The entrants must complete the online registration and the submission must include, (but are not limited to) the following required drawings:
Three dimensional representations explaining the design, perspectives and montages which display the character of the project.
Elevations demonstrating qualities such as material, texture, and color.
Sections which illustrate key aspects and major spatial or programmatic elements.
Drawings that illustrate innovative details or integrated aspects of design.
All drawings should be presented at a scale appropriate for the design solution and include a graphic scale for reference.
Design concept explaining the proposal should be given in maximum 200 words in the presentation sheets.
Name of the structure to be suggested summarizing your concept and in sync with the competition brief.
Lighting and such other elements may be included.
Preliminary structural details of foundation, materials andconstruction methodology of the iconic structure should be submitted.
8. General Conditions
All the proposals shall become the property of Central Public Works Department, Government of India after submission.
Central Public Works Department, Government of India has the right to use these concept designs for works related to Nav Bharat Udyan (New India Garden),in part or full without assigning any explanation to the participants.
9. Undertaking
I/ We solemnly declare that the design concept of the iconic structure for Nav Bharat Udyan is my/ our original and creative work. I/ We hereby agree with the terms and conditions of design competition and understand that the said design concept may be used by CPWD either partly or fully. I/ We undertake not to make any claim in this regard.
