Initially, the site was hindered by the local public & heavy Rainfall causing delays in foundation work.Also the approach of the site was totally blocked by Durga puja committee during the puja festival ( 2 months).

Agency submitted proposal for rescheduling of milestones. Comments / Clarifications sought by EE from agency - yet to be received.

Initial delay in handing over site & finalisation of drawings

Work was delayed due to 2nd call of tender. The first call of tender was done on 14.12.2017 and 2nd call on 14.05.2018. The conceptual drawing was approved on 07/12/2018. Non-receipt of statutory approval up to 02/2019. Work also slowed down during Lok Sabha General Election 2019 due to non-availability/scarcity of materials. Excessive rainfall and water logging at the site in June, and July 2019. First-floor Slab casting stopped due to unprecedented rain and water logging in the last week of

1. Delay due to existing LT/HT poles passing through the location of Hospital Building.
2. Delay due to existing water supply line passing the foundation of Middle Wing of Building.
3. Revision of floor drawings after the inspection of HITES in November 2017 and final drawing issued on 16th January 2018. Major issue was to increase the height of 5th floor height from 3.9 m to 4.7 m and various additional requirements.
4. Delay in taking up the UG sump & Substation building due to existing W/S

Initial delay in handing over site & finalization of drawings.

1. There is an initial delay due to the shifting of the site location.
2. Delay in the demarcation of land by the state government officials due to which the Process of obtaining different statuary Approvals was delayed.
3. Due to the delay in the execution of work as client department demands a full basement instead of the basement in 25 % of the area as mentioned in the agreement.
4. Due to the delay in the basement, foundation work fell in the rainy season and backfilling works were delayed as backfilling soil was not available due to the rainy day.

Expeditious completion of utilities by state government (Road, Water, Electricity), Multiple point access to site, Allotment of balance 34 acre land, Security for construction at site are required to take up the project in a time bound manner. Also, deposition of funds by MoHFW is required immediately.

Non-handing over of hindrance free site, Local body submission and approval got delayed due to non-availability of land records, Land possession certificate not yet received, Delay in receipt of EIA clearance, Land for multilevel parking not yet handed over. Delay due to Cobid pandemic.

1. Tender Invited on 18.12.2017(first call) and due to unavailability of land tender was cancelled on 03.04.2018 after extending the date of opening four times.
2. The tender re-invited on 18.07.2018 with stipulated date of opening on 09.08.2018.
3. Award of work got delayed by 5 months due to delay in handing over of land by PMCH on 13.02.2019 vide letter no 824.
4. The delay in vacation old structure/quarter at site of main Building.
5. Central dispensary yet to be vacated/demolished.

Due to the following reasons, the work has been delayed:( A). Initial Hindrance for Starting the Work Smoothly:-

1. Due to the land document not hand over by ANMMCH, the Planning, and finalization of the Layout was delayed.
2. Due to the conceptual drawing not being approved by the Ministry of Health and Family Welfare, the Planning and finalization of the Layout was delayed.
3. Due to the pending NOC for Dismantling of Qtrs and Hostel from Building Construction Deptt, Gaya, foundation work was delayed.
4. Due to pending shifting of Overhead

Environmental Clearance is in process, next meeting of SEAC likely in mid february 2021.

There is no delay as of now for design activities. However, There are few unauthorized hutments within the site of construction. Matter has been taken up with state authorities for their removal.

Initially work start delayed due to heavy rain fall and subsequent flooding of work site being a slopy terrain.

Initial delay of 3 months in removal of encroachment from site by the college. Some encroachment still exists at rear side road location. Limited availability of sand & aggregates in UP.

Progress (Activities like RCC, brickwork, plastering etc) got slowed down during April to Middle of June due to non-availability of sand/aggregates in U.P

Site not clear. Nurses hostel existing on the site is being demolished by the college.

1. Site handed over by the Client on 05.09.2016 while the stipulated date of start is 20.08.2016.
2. Exact locations of medical equipments not received from HITES so far

1st & 2nd Milestones shifted by 75 days. The agency agreed to cover up this delay of 75 days by the end of 3rd milestone. Hence the date target date is the same as the stipulated date of completion.
