About Project: Redevelopment of GPRA Colony at Thyagraj Nagar, New Delhi

Addressing the acute shortage of housing stock for Central Government Employees, MoHUA has planned to increase the housing stock through the redevelopment of existing and outlived General Pool Residential Accommodation (GPRA) colonies in New Delhi.

Shri Hardeep S Puri, Minister for Housing & Urban Affairs and Petroleum & Natural Gas inaugurated ‘General Pool Office Accommodation-2’ at Kasturba Gandhi Marg & Redeveloped ‘General Pool Residential Accommodation’ at Mohammadpur & Thyagraj Nagar on 12th April 2023. Addressing those present, the Minister stated that redevelopment of these colonies have been done using ‘Shear Wall Monolithic Construction Technology’, one of the 6 modern, sustainable and fast-building technologies shortlisted from the 'Global Housing Technology Challenge’ declared by Prime Minister Shri Narendra Modi in 2019.

History:

  • Initially when GPRA was designed, seven colonies were identified, namely - Mohammadpur, Kasturba Nagar, Thyagraj Nagar, Sriniwaspuri, Netaji Nagar, Sarojini Nagar and Nauroji Nagar.
  • To address the growing need for housing accommodation for Central Government Employees, Thyagraj Nagar, Mohammadpur, Kasturba Nagar and Sriniwaspuri are being redeveloped by CPWD. The other three colonies (Netaji Nagar, Sarojini Nagar and Nauroji Nagar) are being redeveloped by NBCC.
  • The redevelopment scheme has been approved by the Union Cabinet, GoI under Self Financing Mode/Alternate Mode of Funding i.e. by monetizing the commercial area being constructed by NBCC at Nauroji Nagar.
  • No budgetary funds were required to be allotted under this scheme.

Construction Highlights:

  • Earlier in GPRA Thyagraj Nagar colony there were 584 nos. old Type-I quarters (G+1 to G+3), each having 41 sqm of built-up area which were demolished to redevelop this colony.
  • In the redeveloped GPRA Thyagraj Nagar colony (Stilt+9), a total of 703 new flats (371 Type-II, 287 Type-III & 45 Type-IV) in eight blocks have been constructed along with one community block. The community block houses, a commercial area (shops), indoor play area, kids play area, crèche, a room for stitching center, a room for Anganwadi, a meditation room, a CPWD maintenance office and a hall for library etc.
  • In the old colony, the ground coverage was approx. 45% and now it has been reduced to 19%, which provides more green area for healthy living, play area, jogging track, cycle track, plantation, etc.

Construction Technology:

  • The building blocks in this colony have been constructed with shear wall monolithic construction technology using aluminum shuttering and self-compacting concrete (SCC).
  • The embedded construction technology is quite fast as compared to normal construction with RCC framed structures using mild steel shuttering plates.
  • The type of construction is also more earthquake resistant and it has longer life and sustainability. This provides a shutter finish surface that requires no plastering work, thereby saving natural resources used in plastering work as well as saving the treated water used in the mortar and for curing the plastered surface.

Green and New Materials Adoption:

  • Fly ash is used up to 35% in OPC cement.
  • Autoclave Aerated Concrete (AAC) blocks for internal partition walls.
  • STP water treated with R.O. technology was used in all concrete work & other purposes wherever required.
  • Curing compound has been used on all RCC surfaces instead of curing with treated water.
  • Used nearly 621 metric tonnes of C&D waste recycled products like kerb stone, cement concrete tiles, paver blocks, sand, and aggregates.
  • Utilized low VOC & sun reflecting paints.

New Colony Energy Efficient Measures:

  • This colony is compliant with GRIHA 3-star rating.
  • Used sun-reflective exterior paint to increase the thermal comfort level.
  • Adopted energy-efficient electrical and mechanical fittings.
  • On-grid solar generated 60kWp power provided on the terrace of the community center.
  • LED tube light fittings in all quarters, LED fittings and fixtures for compound & park lighting.
  • Installed all 3 to 5-star rated electric equipment and 5-star rated ceiling fans provided in all quarters and community center.

Other Salient Features:

  • Underground water storage sump of 550 KLD (200 KLD for fire reserve and 350 KLD for domestic use) capacity & Sewage Treatment Plant (STP) of 340 KLD capacity has also been provided in this colony. This provision will ensure zero discharge to the municipal sewer line.
  • The treated water of STP shall be used for horticulture purposes as well as for flushing toilets having dual plumbing systems. The excess STP water shall also be used for horticulture purposes in the existing park in Prem Nagar market.
  • Provision has been made to trap the rooftop rainwater as well as surface runoff through the drainage system and to recharge the newly constructed 12 rainwater harvesting structures within the campus.
  • Provision has been made for 673 numbers covered car parking in the stilt portion of residential blocks and for 207 numbers in open surface parking areas.
  • Mechanical garbage chute has been provided in each block.
  • IGL gas pipeline has been laid up to the kitchen of each quarter.
  • Electric substation of 6000KVA capacity with Dry-type 6 Nos. transformer

Security Measures:

  • Security guard rooms on each gate and boom barrier for traffic control.
  • Provision of CCTV cameras at entry gates and entrance of each block with a centralized control room.
  • Stainless steel security doors are implemented at the main entrance of each quarter.
